You start with 4, you can only attack/ally with 4. But I don't think the limit to the number of ships allowed on a planet is 4. No the limit on each planet is 4 ships. You can't put more than that.

How do you use tech cards in cosmic encounter?
To play with technology, after normal setup is completed, shuffle the technology deck and deal two tech cards to each player. Each player chooses one to keep face down in his or her home system and one to discard face up. Keep the rest of the tech deck face down within reach.
How do you negotiate a cosmic encounter?
If both main players in an encounter reveal N cards, all allies return their ships to their colonies, and the main players have one minute to make a deal. If a deal isn't made within one minute, or if the players can't reach an agreement, both players must lose three ships to the warp.
